Final stage of roadworks begins after year's delay

The final stage of a major roadworks scheme is due to begin in a project that is a year behind schedule.

Major diversions will be in place in Exmouth as the last phase of work begins to extend Dinan Way and build a new roundabout on the A376.

The county councillor for the area said he expected substantial disruption for drivers, with diversions in place between the M5 and the town.

Work on Dinan Way started in January 2025 and was supposed to be finished by December 2025 but is now due to be completed by this December.

Jeff Trail, Conservative member for Exmouth on Devon County Council, said he was asking for "reassurance" from the council's highways department that the scheme would be completed by December.

He said: "The reason for that is that residents, businesses and visitors to Exmouth have had massive delays trying to get to work, into town and into Exeter, and it's just not good enough."

The county council, which has no single party in overall majority but where Liberal Democrats are the largest group, said work on the A376 roundabout was "one of the most difficult parts of the scheme" and had been delayed "because of the number of recorded underground utility services in the area that now require diversions".

A council spokesman added: "Poor weather earlier in the year also meant earthworks could not be completed for several months, and the scheme has also been affected by supply chain issues."

From Monday, drivers travelling to and from Exmouth town centre are being diverted along the newly-completed Dinan Way extension and Hulham Road, with a number of temporary one-way routes in place.

The council said the extension to the road would "improve local journeys, support future housing at Goodmores Farm and provide a safer, more reliable route".

Dan Thomas, Devon County Council cabinet member for highways, said: "We know the temporary closure of part of the A376 will mean changes for road users but using the new road as the diversion route will help us build the roundabout as safely and as quickly as possible.

"Once complete, the scheme will bring lasting benefits for residents, businesses and visitors."
