Inspector overturns refusal of homes near woodland

A government planning inspector has allowed plans for up to 100 homes to be built on land next to woodland, despite hundreds of objections.

The homes would be constructed between Harlestone Road and York Way on the edge of Northampton, close to Harlestone Firs.

The decision overturns West Northamptonshire Council's rejection of the project and allows developer Barwood Development Securities Ltd to proceed.

More than 700 objections were submitted by residents during the application and appeal process, with the impact on green space, wildlife, flooding, traffic and local services among the issues raised.

On Monday, the planning inspector said in its report: "The proposed development would conflict with the development plan, but material considerations indicate that a decision should be made other than in accordance with it.

"Therefore, the appeal should be allowed."

In October, the local council refused the application, citing concerns it would encroach on green space and fail to "protect the tranquil nature of the forest".

But the inspector's report found the site was more closely related to Northampton's urban edge than to surrounding villages, and that Harlestone Firs provided separation from the countryside beyond.

The report also highlighted housing need across the area, saying the new homes would make a "strong contribution to the supply position" to the west Northamptonshire and Daventry area.

The inspector said outline permission for the homes could be granted subject to conditions being met, including around appearance and landscaping.
