Plans for Victor Hugo Centre submitted

Plans for a Victor Hugo Centre which would act as a educational and cultural venue have been submitted, government officials confirmed.

The centre will be housed in the former States Office building and information centre in St Peter Port's town centre in Guernsey.

Hugo, who wrote novels including Les Miserables and The Hunchback of Notre-Dame, spent 15 years in Guernsey from 1855 to 1870 during his exile from France, calling the island his "rock of hospitality and freedom".

The States of Guernsey said the centre would create an "exciting, interactive and immersive celebration" of the "global icon".

The States said the centre would feature three elements - a museum and interpretation centre, a performance and event space and a learning hub.

Victor Hugo Centre Guernsey Limited by Guarantee (LBG) previously signed a letter of exclusivity with the States for use of the building, subject to the funds being successfully raised, while the details of a long-term lease are agreed.

In November 2024, the States also agreed to match funding of £1 for every £2 raised up to a maximum of £2.5m.

More than £5m has been given or pledged so far by private individuals and charitable trusts, meaning with the States' donation, the total raised is more than £7.5m.

'Island of inspiration'

Deputy Yvonne Burford, vice-president of the Policy and Resources Committee, said the planning application was an "exciting step forward".

"It is a great example of what can be achieved through collaboration between the States and the passionate individuals driving this vision forward," she said.

Larry Malcic, chair of the Victor Hugo Centre Guernsey LBG, added the centre would be home for the island's creative community and draw in an international audience.

"The Victor Hugo Centre will showcase Guernsey as an island of inspiration, not only for Victor Hugo, but also for islanders today," he said.
