Cycle path approved despite police objections

A new footpath and cycleway is to be built, despite objections from police and residents.

Stockton Council has approved the route near Clarendon Road connecting Milbank Lane and the main entrance of St Patrick's Catholic College in Thornaby.

Cleveland Police said it did not support the proposal in November 2025 due to residents' concerns over motorbike nuisance.

The council's planning services manager Simon Grundy said: "Whilst the comments and lack of support from Cleveland Police are acknowledged, the proposed mitigation measures would help to reduce opportunities for anti-social behaviour."

The police force maintained its opposition despite changes to the scheme intended to combat anti-social behaviour, such as removing fewer trees and installing barriers and boulders.

Other objectors said revised proposals had not gone far enough to protect the area from anti-social behaviour, and the rear of properties would be exposed to increased footfall and a "highway for illegal ebikes on drug runs and such like".

They also said the plan would make it impossible for dog walkers and children to enjoy a community space and raised the issues of flooding and loss of green area.

Grundy said the concerns over crime and anti-social behaviour fell outside the scope of the application.

"On balance there is not considered to be sufficient evidence to strongly indicate a direct link between the proposals and any further nuisance occurring," he said.

Thornaby Town Council's Steve Godwin spoke in support of the path, saying: "We are very au fait with the challenges that piece of land brings.

"However, none of the challenges put forward I would say are insurmountable.

"Looking at the new proposals, it would appear that the area would be far safer with them than without them."

He added: "Whilst it's difficult to stop the electric bikes, the cars and quad bikes would definitely be challenged in gaining access to that area with the new proposals."

Stockton Council's officers recommended that the decision-making planning committee approve the scheme.
