The victim suffered bullet wounds to his leg in the attack on Gorsymead Grove in Northfield, Birmingham, just before 16:30 BST on Thursday.
He was taken to hospital for treatment but his injuries were not believed to be life-threatening, West Midlands Police said.
The force confirmed officers arrested a 21-year-old man on suspicion of attempted murder at an address in Nottingham on Friday.
Another man, 25, was also detained, on suspicion of assisting an offender. Both of them remain in custody for questioning.
A police spokesperson said detectives were in the process of speaking to people who saw what happened and urged anyone with footage to get in touch.
"We understand how concerning incidents like this are," they added, "and local officers have stepped up patrols in Northfield to offer reassurance."
