West Yorkshire Police said the biker had failed to stop on Thornton Road in Bradford just after 15:30 BST on Wednesday, before officers pursued the vehicle for a short time.
The motorbike was then involved in a collision with a pedestrian on Legrams Lane two minutes later, with the pedestrian needing to be taken to hospital with serious injuries.
According to police, the motorbike rider and passenger left the scene, but after an area search, two people were arrested in connection with the incident shortly after 16:15 BST.
