Former Labour leader, Lord Kinnock has urged Andy Burnham to introduce compulsory voting to solve the issue of low turnout at elections. Having lived there for ten years, Neil Kinnock pointed to the Belgian system and said that “democracy and citizenship in the UK would benefit greatly from a comparable system of legal obligation”. He will back a proposed amendment in the House of Lords this week to try and introduce the amendment, which is expected to stipulate a £10 fine for failing to cast a ballot.
