    Defence Secretary Wes Streeting is due to speak at the Labour Party conference shortly, but he's already been doing the morning media rounds.

    The cabinet minister said it was too early in the investigation into an incident at RAF Fairford at the weekend - five men have been arrested on suspicion of explosive and terrorism offences - for him to share details or speculate.

    Chancellor John Healey is expected to say today that three new floating docks at HM Naval Base Clyde, Faslane, will be constructed by UK industry. Streeting praised it as good for both jobs and national security.

    "Today we're putting our money where our mouth is, quite literally, backing Britain by buying British," Streeting told BBC Radio 4's Today programme.

    The "default" government position previously would have been for an international procurement process, he said, adding that could have seen taxpayers' money going overseas "creating jobs somewhere else, for someone else".

    Shadow chancellor Andrew Griffith said the plans were "reheated announcements" with "no clarity on where the money is coming from".

    Healey's speech comes after Prime Minister Andy Burnham made policy proposals across two key areas at the weekend.

    Burnham announced a new scheme to try and help people "who have given up hope of ever having a home to call their own" get on the property ladder.

    It will be open to first-time buyers in England with a deposit of 2.5% and provide them with a loan worth 20% of their new-build property's value to help pay for the purchase.

    The prime minister also told the BBC he wants to offer free social care services to everyone in England and will put his plans to voters at the next general election.

    There is little detail so far, and Burnham said he would lay out his plan tomorrow in his own conference speech, but he told Laura Kuenssberg: "I am talking about a system that works on NHS principles."

    John Healey will promise "a new age of industrialisation" for the UK in his first Labour conference speech as chancellor.

    Healey will tell delegates "our coal mines are not coming back", but that Labour will remake Britain's industrial past "for the modern age" by backing advanced manufacturing.

    He will also announce plans to boost Britain's shipbuilding industry, with new orders for Royal Navy floating docks and a maritime research vessel.

    The docks form part of a wider £15bn upgrade programme for the Royal Navy's shipyards and are expected to come into service in the early 2030s.

    Healey is not expected to reveal any details about his Budget plans in his speech at Labour's annual conference in Liverpool.

    Instead, he will attempt to set out a positive vision for the future of British industry, based around what he will call a "new confidence in Britain".

    John Healey is set to address a Labour Party conference for the first time as chancellor today.

    The chancellor will promise "a new age of industrialisation" for the UK and announce plans to boost Britain's shipbuilding industry, with new orders for Royal Navy floating docks and a maritime research vessel.

    With just a month to go until his first Budget, the chancellor is under pressure to cut spending or raise taxes to tackle the ballooning cost of government borrowing.

    But he is not expected to reveal any details about his Budget plans in his speech at Labour's annual conference in Liverpool.
