Provide certainty by ruling out tax rises, says shadow chancellorpublished at 13:19 BST

Shadow chancellor Andrew Griffith has criticised John Healey saying he failed to address "any of the big issues" in his speech, with nothing on "ruinously high energy costs" or "the kind of welfare reform that would let him rule out tax rises".
"After the record increase in both tax and additional debt that we've seen from the last two Budgets... the chancellor should be providing the certainty that we need by ruling out tax rises," he says.
"You can't tax and spend or nationalise your way to growth," he adds, saying businesses instead need to be allowed "to hire, to grow, to invest".
He calls the job cuts announced by Jaguar Land Rover this morning "a real tragedy", blaming challenges in the sector on high energy costs, the cost of employment, and a government emissions policy.
