BBC/S4C strategic agreement
How the BBC and S4C will work in partnership over the next 10 years to deliver services for the benefit of Welsh-speaking audiences
The BBC and S4C have a long-standing partnership to support Welsh-language public service media. Their relationship is governed by a Partnership, Funding and Accountability Agreement, which provides a framework for funding, programme supply, accountability, and strategic collaboration while safeguarding the independence of both organisations.
S4C remains editorially, operationally, and managerially independent of the BBC, with its own Board and statutory responsibilities. The BBC provides licence fee funding to S4C and has a statutory duty to supply Welsh-language television programming to support S4C’s public service remit.
The agreement includes accountability arrangements for the use of public funding and provides for regular engagement between the two organisations. The BBC and S4C also work together in areas including content, technology and distribution, including the availability of S4C content on BBC iPlayer.
A joint Partnership Board oversees collaboration between the organisations, helping to ensure value for money and the continued delivery of high-quality services for Welsh-speaking audiences.
