Should bigger cars be charged more for parking?

New parking measures, including charges based on vehicle size, will come into force in Bath on Tuesday, with Bath and North East Somerset Council saying it hoped that higher costs for larger vehicles would encourage people to use public transport or opt for smaller cars with lower emissions.
