How did a 17 year old have 30 cosmetic procedures?

A mother's concern for how her 17 year old daughter was able to access more than 20 cosmetic clinics and have around 30 procedures and not have to prove her age. Her daughter has mental health issues including a diagnosis of body dysmorphia.
