Sutton Coldfield - UK's latest devolution battleground
Campaigners in Sutton Coldfield, one of England's oldest towns, are hoping to win a measure of self-rule from Birmingham City Council.
They want to set up their own town council to address local problems. If successful, it would be the biggest in the country.
On the other hand, it's just a couple of weeks since the major West Midlands councils agreed to form a combined authority to reap the benefits of the government's city devolution plans.
Dave McMullan investigates which form of devolution might be best and hears from local residents on their sense of identity and belonging.
