Should Parents Be Allowed to Smack their Children?

David Davis MP and assembly member Julie Morgan clash over news that the Welsh Assembly will debate a complete ban on smacking children in Wales. Is it still acceptable for parents to smack their kids lightly in certain circumstances, or should it be outlawed completely?
