The details are contained in a letter written by the Sports Minister, Gregory Campbell, which has been released to BBC Newsline. MLAs have been questioning government officials on safety - a hearing which was brought about by BBC Newsline's investigation earlier this year into the long delay in implementing legislation covering grounds.
