Expansion plans that could see up to 150 jobs created at Newhaven Port in East Sussex have been put forward.
The Newhaven Port and Properties (NPP) application for a new quay may result in the ferry terminal being replaced.
The company also wants to clear land and divert a footpath to provide an area for port activities.
Campaigners recently fought a battle with NPP over access to privately-owned West Beach, which was closed by the port owners in 2008.
'Town's future'
Newhaven town councillor Rod Main said it was important to separate the issue of access to the beach from the planned port expansion which he welcomed.
"The beach is one thing," he said. "But this is a new development for Newhaven. This is Newhaven's future."
NPP would not comment to the BBC about West Beach access before the issue went to the Supreme Court in November.
But the company has said a public consultation on its expansion plans will be held in the town on 14 October and it encouraged as many people as possible to take part.
