Guernsey's Constitution

We look at how the island's internal government works and its relationship with outside bodies.

Key Dates in History

933 - Incorporated into Duchy of Normandy
1066 - William, 7th Duke of Normandy, won the Battle of Hastings and became King of England
1204 - Loss of continental Normandy and islands annexed to the English Crown
1259 - Henry III surrendered Duke of Normandy title
1394 - First in a series of Royal Charters confirming Islanders' rights

Relationship with other islands

Guernsey is responsible for Alderney's:

  • Adoption
  • Airport
  • Child Care
  • Criminal Legislation
  • Education
  • Health
  • Immigration
  • Police
  • Social Services

Two Representatives of Alderney's States sit on the meetings of the Guernsey States and can take part in voting.

Sark is run by Chief Pleas who are totally independent of Guernsey except for criminal legislation.

Herm has no separate government and for electoral purposes residents vote under the St Peter Port South district.

  • A member or an associate member of the European Union

Guernsey IS "an appanage (customary right) of the Crown associated with the UK and the Commonwealth through the Sovereign as successor to the Dukes of Normandy and over which the Sovereign in Council exercises supreme legislative and judicial powers".

Guernsey HAS a special relationship with the EEC set out in Protocol 3 of the UK's Treaty of Accession. The act also sets out that the United Kingdom is responsible for Guernsey's, as well as Jersey's and the Isle of Man's, international affairs and defence.
