| Wednesday, 22 November, 2000, 09:15 GMT Executive to get phone tap power ![]() Telephone conversations could be tapped Powers allowing phone tapping and secret surveillance are to be handed to the Scottish Executive. The authority to sanction warrants for the detection of serious crimes are to be transferred from the Scottish Secretary Dr John Reid. The powers should have been handed over to the Scottish Justice Minister Jim Wallace following devolution. However, a legislative error meant that they were mistakenly given to Dr Reid.
Similar warrants to detect or prevent serious crime in Scotland were to be handed over to Scottish ministers - in this case Mr Wallace. However, legislation passed earlier this year mistakenly gave the powers to Scottish Secretary Dr John Reid. Since then, Dr Reid has had to put his signature to requests for surveillance rather than Mr Wallace. Scotland Office minister Brian Wilson said the government was now remedying the situation. MPs agreed the transfer on Tuesday evening and it is expected to be approved by the House of Lords on Friday. |
